Dynamic cities have dynamic systems of management encouraging their residents, civil society organisations, businesses and public institutions to communicate, collaborate, benefit from all available resources and share knowledge and experience internally and with other cities. They are flexible but at the same time offer the required stability and security to their people and investments. These cities are in their heart inclusive.
