Sustainable and Resilient Cities require new culture
Developing sustainable, competitive and resilient cities requires that new culture should transcend institutions at the national, regional and city level with more visionary, integrated planning approaches and frameworks that respect all resources and search for alternatives (economic, institutional, energy, etc). It requires inclusive governance forms, targeted planning and development education, and aware planning and development practice. Developing cities with these qualities necessitates a strong political will, justice, transparency, awareness and preparedness. Before of all, a culture of shared responsibility at all levels of society is necessary to deal with social, economic and environmental challenges and future changes.
